Rubens Ricupero (1937- ) was UNCTAD secretary-general (1995-2004). Earlier he was Brazil's minister of finance and minister for the environment and Amazonian affairs, and ambassador to Italy, the United States, and the United Nations in Geneva. He was chairman of the Finance Committee at the UN Conference on the Environment and Development as well as governor for Brazil at the World Bank, the IMF, and the African Development Bank. He also has headed Brazilian delegations to the Conference on Disarmament and at the UN Human Rights Commission. Between 1966 and 1985 he was a diplomat at the Ministry of External Relations and also professor of international relations at the University of Brasilia. He was born in Brazil and educated at the University of São Paulo.
