Guido de Marco (1931-
) was the president of Malta from 1999 to 2004, during which
period he served as vice president of the Independent World
Commission on Oceans. Earlier he had been minister of foreign
affairs, deputy prime minister, and minister of the interior
and justice. From 1967 to 1987, he was Malta’s representative
in the Parliamentary Assembly, Council of Europe. He was
born in Malta and was educated at the Royal University of
Malta. His publications include A Second Generation UN:
For Peace in Freedom in the 21st Century; and Malta’s
Foreign Policy in the 90s: Its Evolution and Progression.
