Fernando Henrique Cardoso (1931- ) was the president of Brazil from 1996 to 2003 and earlier minister of finance and economy and minister of foreign affairs. He was a staff member in ECLA (1964-67). Before starting on his political career as a federal senator in 1983, he had been a professor of sociology and political science at several universities, including São Paolo, Paris, Cambridge, and Stanford. He was born in Brazil and educated at the University of Paris and the University of São Paolo. He chaired the Panel of Eminent Persons on United Nations-Civil Society Relations (2003-4).
