Maurice Bertrand (1922-
) was a member of the UN’s Joint Inspection Unit (1968-85)
and a member of the high-level expert group on the restructuring
of the UN in 1986. Before joining the UN he was professor
at the Ecole Nationale d’Administration and conseiller
at the Cour des Comptes in France. He was born in France
and educated in law and politics at the Universities of
Lyon and Montpellier. After leaving the UN he became a guest
professor at the Graduate Institute of International Studies
in Geneva. He has written many publications about reform
of the UN system, including The UN as an Organization:
A Critique of its Functioning.
