John Gerard Ruggie (1944- ) was assistant secretary-general and senior advisor for strategic planning to Secretary-General Kofi Annan (1997-2001). Before this he had been a consultant to the UN on peacekeeping operations, international development, science and technology, and the environment. From 1973 until he joined the UN, he was professor of political science at the University of California, Berkeley, Columbia University, and the University of California, San Diego; and from 1991 to 1996 was dean of the School of International and Public Affairs at Columbia. After leaving the UN he became Kirkpatrick Professor of International Affairs at the Kennedy School of Government at Harvard University. He was born in Austria and is a naturalized U.S. citizen, who was educated at McMaster University, Canada, and the University of California, Berkeley. His numerous publications include Multilateralism Matters, Constructing the World Polity, and Winning the Peace.
